PROBLEM TO BE SOLVED: To provide a settlement server and the like capable of performing settlement properly.

SOLUTION: A balance management DB 403 stores balance information of respective electronic moneys. A settlement control part 402 generates deposit information including a deposit amount to store it in a deposit management DB 404 for depositing a payment amount (a participation fee and the like) of the electronic money generated in a game server 11 before determination of a balance. The settlement control part 402 offsets a refund amount (prize money and the like) generated in the game server 11 before determination of the balance against the deposit amount in the deposit information. In determination of the balance, the settlement control part 402 updates the balance information of the balance management DB 403 on the basis of the deposit information stored in the deposit management DB 404.
