PROBLEM TO BE SOLVED: To provide a liquid filter efficiently cleaning a sludge substance adhered to a filter, and a change-over valve. SOLUTION: The liquid filter is provided with a pump 13 for transporting liquids W1 and W2 from either of a liquid tank 11 to be treated or a liquid tank 12 completing treatment to the other tank, the change-over valve 14 for changing over a flow direction of the liquids W1 and W2 to be transported, and the filter 15 mounted on the liquid tank 11 to be treated. The change-over valve 14 is provided with a valve main body 21, a movable plate 22 for partitioning the inside of the valve main body into two spaces, and a motor 23 for rotating the movable plate 22 in one direction. On the valve main body 21, a first change-over port 41, a second change-over port 42, an outlet 43 and an inlet 44 are formed. In a state of filtration, at one side of two spaces partitioned by the movable plate 22, the first change-over port 41 communicates with the outlet 43, and at the other side, the second change-over port 42 communicates with the inlet 44. In a state of back washing, at one side of two spaces, the first change-over port 41 communicates with the inlet 44, and also at the other side, the second change-over port 42 communicates with the outlet 43.
