PROBLEM TO BE SOLVED: To provide a perpendicular magnetic recording medium of high recording density wherein spike noise is suppressed, in the perpendicular magnetic recording medium wherein a perpendicular magnetic recording layer is laminated on a soft magnetic backing layer, and to provide its manufacturing method. SOLUTION: Line like irregularities obliquely crossing a tracking direction for recording information at≥45°angle are formed on a non-magnetic substrate of the perpendicular magnetic recording medium by a texture working method or the like and the soft magnetic backing layer is film-deposited while a magnetic field parallel to a direction nearly orthogonal to the track direction is applied.
