PROBLEM TO BE SOLVED: To provide a metal- or resin-product, which is highly antifouling and cleanable, and is easy in controlling these behaviors. SOLUTION: The product is obtained by; forming a silica-containing coat on a metal- or resin-substrate, making a coating liquid containing a Li compound into contact with the coat while heating to e.g. 40 to 1,300°C so as to diffuse and distribute Li ions from the surface of the silica containing coat to the inside of substrate, and retaining it distributed in the silica coating.
