PROBLEM TO BE SOLVED: To improve image degradation when being viewed with eyes by enabling a metawatermark with less image degradation and high strength to be embedded using a space dividing method to maximize an information amount that can be embedded as an electronic watermark. SOLUTION: There is provided an electronic watermark embedding device for embedding the metawatermark and a real watermark. The electronic watermark embedding device includes a space dividing means for setting a local region for the whole of a target image in which the metawatermark and the real watermark are embedded, a metawatermark embedding means for embedding the metawatermark in the local region set by the space dividing means, and a real watermark embedding means for embedding the real watermark in the other region than the local region set by the space dividing means.
