PROBLEM TO BE SOLVED: To provide porus landscape gravel which is obtained by effectively utilizes flyash of industrial waste, has high porosity and water absorption and the absorbed water retentivity improved by fine gaps, is made lightweight and sufficiently strong as a whole and inexpensively mass-produced and a method for manufacturing the same. SOLUTION: The surface of a core particle obtained by granulating flyash containing unburned carbon, is coated with inorganic powder which is fine power of flyash containing small quantity of the unburned carbon and a large quantity of iron oxide or fine powder of a rock to form a surface layer, then the core particle is controlled to have 2-30 mm average particle diameter and is fired so that the core particle and the surface layer are made porous, the core particle is made more porous than the surface layer and the surface layer is made stronger than the core particle.
