A nerve activity controller comprises a laser unit, an application control unit, and an application position control unit. A laser beam generated by the laser unit is applied to a predetermined nerve portion of an organism to change the activity of a nerve. By controlling at least the on/off of the laser beam, the application pattern of the laser beam can be controlled and the position of the nerve portion to which the laser beam is applied can be changed. The phenomenon that the activity of a nerve cell can be temporarily changed can be stably induced.
