<p><P>PROBLEM TO BE SOLVED: To easily perform processing which makes a given value be used for gasoline filling or the like, without requiring a special device or the like. Ž<P>SOLUTION: A payment adjustment device is provided with a reader/writer 25 for reading and writing a storage medium 50 where negotiable value information can be rewritten and recorded, and the control part 45 for performing adjustment processing of subtracting the magnitude of a negotiable value corresponding to the gasoline filling quantity from the magnitude of a negotiable value specified by the negotiable value information to update and record the negotiable value information capable of specifying the magnitude of a new remaining negotiable value in the storage medium 50 and returning the storage medium to a user. Given value information is stored in the storage medium, and the control part 45 adds the magnitude of a given value determined in accordance with a preliminarily determined use condition, to the magnitude of a given value specified by the given value information to update and record an addition result and adds a negotiable value which can be used for gasoline filling and has a preliminarily determined magnitude, to the magnitude of a negotiable value to update the magnitude of the negotiable value on condition that the given value has a prescribed magnitude or larger. Then, the control part 45 subtracts a given value having a prescribed magnitude from the magnitude of the given value specified by the given value information to update the given value.
