<p>A coding apparatus performs a context adaptive binary arithmetic coding on a syntax element representing an image signal. Two data elements are identified, one with a high appearance probability and one with a low appearance probability. A range between the two data elements and a lower limit indicating a boundary between the two data elements are used to generate a coded data element by shifting a number representing the range until the range exceeds a predetermined value, correspondingly shifting a number representing the lower limit and forming the coded data element based on an empty region having a size exceeding the shift amount which is produced in the shifted number representing the range between the two data elements.</p> |
