PROBLEM TO BE SOLVED: To provide a video signal receiver and a video signal reception method, and a video signal recording and reproducing apparatus and a video signal recording and reproduction method for reliably carrying out viewing limitation without damaging the viewing limitation for a video signal adopting an interlace system including viewing limitation information. SOLUTION: A video signal on which view frequency information for limiting viewing is multiplexed in a particular video blanking period adopting the interlace system and a video signal resulting from converting the video signal of the interlace system into that of the progressive system are output. If an output of the video signal adopting the progressive system is requested in the state that the view frequency information for limiting viewing multiplexed on the video signal indicates that the view frequency of viewing limitation exceeds a preset viewing limitation frequency, the output of the video signal adopting the progressive system is stopped.
