SOLUTION: The molecular layer structure of the interfacial electron transfer catalyst is a molecular layer structure constructed through a conjugation of Si-C (Carbon) on a silicone surface, and provided with a counter anion as well as an electron transfer catalyst function part having one or two or more 4,4' -bipyridyl groups.
