PROBLEM TO BE SOLVED: To provide an optical information recording and reproducing device capable of improving accuracy of relative tilt correction between a recording medium and an objective lens, and an optical information recording and reproducing method. SOLUTION: In the optical information recording and reproducing device, in a state in which focus servo is applied, a tracking error signal which is recorded on the recording medium or the sum signal of a photodetector is generated from a luminous flux guided onto the photodetector and the signal amplitude of the tracking error signal or the sum signal of the photodetector is measured. The relative tilt of the recording medium and the objective lens is coarsely corrected until the signal amplitude reaches a preliminarily determined threshold. After the coarse correction, in a state in which tracking servo is applied to a prescribed track, a tilt detection signal is detected by performing tracking to the prescribed track and the relative tilt of the recording medium and the objective lens is finely corrected on the basis of the tilt detection signal.
