PROBLEM TO BE SOLVED: To allow uniform formation of a titanium oxide film inside a nozzle for suppressing the accumulation of carbon deposits while preventing the thermal deformation of the nozzle. SOLUTION: At least a portion of the nozzle 4 of the injection valve 1 for an internal combustion engine is immersed in film formation undiluted solution in which titanium ammonium fluoride ä(NH<SB>4</SB>)<SB>2</SB>TiF<SB>6</SB>} and boric acid (H<SB>3</SB>BO<SB>3</SB>) are dissolved.
