PROBLEM TO BE SOLVED: To solve the problem that a great negative effect is gained in future by using public expenses for continuous inconsequent research into a mechanism for a solar flare phenomenon or outstanding natural phenomena including typhoon and tornado, not clarified yet. SOLUTION: Unless a mechanism of generating gravity and inertial force, most important in a space, is clarified, no correct solution is produced for other phenomena to be understood.
