PROBLEM TO BE SOLVED: To reduce complicated condition related to operation by visually providing operation content corresponding to an operator for confirmation. SOLUTION: When displaying an operation menu list in an on-vehicle display 1 and operating a menu operating switch 2 for a driver and a menu operating switch 3 for a fellow passenger to make the passengers of a vehicle to carry out processing of the on-vehicle device 5, a vehicle condition detecting unit 21 detects vehicle condition, and a display information generating unit 22 generates an operation menu list different in response to the vehicle condition. When the vehicle is stopped, a display control unit 23 provides the same operation menu list to the driver and the fellow passenger for visual confirmation with the on-vehicle display 1, and when the vehicle is running, the display control unit 23 provides a running operation menu list to the driver for visual confirmation and a stopping operation menu list to the fellow passenger for visual confirmation.
