PROBLEM TO BE SOLVED: To provide a fixing member or a fixing roller which is superior in heat insulation. SOLUTION: A heat insulating layer 17A, arranged between the core bar 16 of a pressure roller as the fixing roller and the surface layer 19, is formed by laminating rugged films 20. Voids K are formed between the laminated films. The void ratio is larger than that of foam silicone rubber as conventional insulating material, and it produces superior heat insulation. Thus, the heat from the fixing roller (heat roller) is hardly transmitted to the core bar 16 of the pressure roller, then a rise time is shortened, and the temperature reduction is also suppressed.
