PROBLEM TO BE SOLVED: To provide a soil solidification agent showing nearly natural soil color under neutral or weakly alkaline pH range with high surface hardness, water absorbency and retentivity, and impact absorptivity used for soil pavement material, and a soil paving process. SOLUTION: The soil solidification agent contains magnesium oxide and a different metal salt, and the soil solidification agent is added to soil and mixed to give a soil paving material to satisfy the above mentioned tasks. The adopted soil solidification agent contains 30-80 mass% of above-mentioned magnesium oxide. Further, the soil solidification agent may contain a filler and an acidifying agent, if necessary.
