PROBLEM TO BE SOLVED: To provide a developing member which is excellently durable in continuous operations at low temperature and free of a toner leak even when used at low temperature, and a developing device using the same. SOLUTION: The developing member comes into contact with or close to an image forming body while carrying a thin film of toner on its surface, and supplies the toner to the surface of the image forming body to form a visible image. Here, the ratio H<SB>0.6</SB>/H<SB>60</SB>of a value H<SB>0.6</SB>of universal hardness which is obtained 10μm below the surface at a fixed-load application speed of 100/0.6 (mN/mm<SP>2</SP>/sec) to a value H<SB>60</SB>of the same location at a fixed-load application speed of 100/60 (mN/mm<SP>2</SP>/sec) is 1.0 to 1.2.
