PROBLEM TO BE SOLVED: To provide an insulating layer with a protective film which facilitates the manufacture of a through-hole by laser beams. SOLUTION: In the insulating layer with the protective film, the main surface on the adhesive side of the protective film in which an adhesive layer is formed on one main surface of a resin film is contacted with at least one main surface of the insulating layer.
