PROBLEM TO BE SOLVED: To provide a film packaging body manufacturing apparatus for manufacturing a film packaging body having contents with different materials distributed in a base material, a film packaging body manufacturing method, and the film packaging body. SOLUTION: The film packaging body manufacturing apparatus comprises a first nozzle 8 to discharge paste-like first content C, a second nozzle 54 to surround the circumference of the first nozzle and discharge paste-like second content D in the direction across the discharging direction of the first nozzle, a forming member 4 to form continuously supplied strip-like film F into a cylindrical shape surrounding the second nozzle, a joining means 6 to join overlapping portions of the strip-like film F1 formed in a cylindrical shape to form a film cylindrical body 10, a feed means 9 to allow the film cylindrical body filled with the contents discharged from the first nozzle and the second nozzle to travel in the downstream direction of the first nozzle, a squeezing member 11 to form a content-absent section 10A to be flat at a predetermined interval in the traveling direction of the film cylindrical body filled with the contents, and a sealing device 13 to perform linear or strip-like sealing across the content-absent section 10A.
