PROBLEM TO BE SOLVED: To provide an electrostatic deionization apparatus and an electrostatic deionization method which can remove ion components efficiently and constantly. SOLUTION: The electrostatic deionization apparatus 1 has an upstream side first CDT2a, an upstream side second CDT2b, a downstream side first CDT3a, and a downstream side second CDT3b. a plurality of upstream side units (the upstream side first CDT2a and the upstream side second CDT2b) for performing the first deionization treatment of the ion components in liquid passing through the units are arranged in parallel, and the downstream side units (the downstream side first CDT3a and the downstream side second CDT3b) for performing the second deionization treatment of the liquid subjected to the first deionization treatment in the upstream side units are arranged in parallel. A control device 4 for controlling the deionization treatment and regeneration treatment in a plurality of upstream side units is additionally installed so that, while performing the second deionization treatment in one of the downstream side units, the first deionization treatment is carried out sequentially in a plurality of upstream side.
