PROBLEM TO BE SOLVED: To provide a charging member on which a protection layer allowed to be stored for a long period, capable of preventing images unevenness and ground dirt due to uneven charging and having smooth and fine application quality is formed. SOLUTION: A method for manufacturing charging members to be used for an image forming apparatus includes a step for forming a semi-conductive elastic layer on a conductive base material and a step for forming a protection layer on the surface of the semi-conductive elastic layer. In the protection layer forming step, the protection layer is formed by applying a protection layer forming application solution and the protection layer forming application solution contains particulates, the volume-average grain size of the particulates is dispersed to≤10μm by high-speed liquid collision and then the application solution is irradiated with supersonic waves to manufacture the charging member.
