PROBLEM TO BE SOLVED: To control switching of channels, in response to a condition of electric wave propagation which changes abruptly in a short time. SOLUTION: A control device 260 obtains a receive level and a frame error rate (FER) for each prescribed time or each prescribed number of frames, on the basis of a receive level measuring unit 241 and a frame error monitoring unit 242. In the control unit 240, a first rate threshold and a second rate threshold sought for compensating communication quality are compared with FER respectively, and also the receive level and a level threshold sought for compensating communication quality are compensated. The control unit 240 adds prescribed counter values according to the compared result. The control unit 240 compares each counter value respectively with first to fourth consecutive number-of-times thresholds, sought for preventing channel switch under abruptly short-time changing conditions. When one of counter values exceeds the corresponding consecutive number-of-times threshold, the control unit 240 performs channel switching and the like. COPYRIGHT: (C)2005,JPO&NCIPI
