PROBLEM TO BE SOLVED: To reduce a part sticking out on a traffic lane on which ordinary vehicles run to the utmost when removing a center divider separated road surface block being unnecessary on a superhighway and suppress shock caused when peeling it off to the minimum extent to avoid danger for the ordinary vehicle. SOLUTION: A slide plate 3 provided with a wedge-shaped claw 4 advancing into a clearance between the block and a road surface is assembled into a fixed frame 1 formed by cutting out a steel plate so as to surround the road surface block, and the fixed frame 1 and the slide plate 3 are mutually connected by hydraulic equipment 5. Consequently, the part sticking out on the traffic lane on which ordinary vehicles run is only a part of a block fixing frame and the block is gently peeled off by the hydraulic equipment to solve the problem.
