PROBLEM TO BE SOLVED: To shorten an arrest start time for the head part of an occupant by a head rest in rear collision. SOLUTION: When a rearward moving load of the occupant M acts on the front surface of a seat back 3 by the rear collision of a vehicle, the rear moving load is detected by a surface plate operating means 11 and only the surface plate 8 smaller in weight than a head rest body 7 is rotated and developed forward to arrest the head part H of the occupant.
