PROBLEM TO BE SOLVED: To optionally set detection sensitivity in a circuit for detecting voltage fluctuations operated by generating voltages in two lines from a detection objective voltage for comparing the voltages in the two lines with each other. SOLUTION: This voltage fluctuation detecting circuit 11, for detecting a rising or lowering of the voltage generated in a voltage generator 10, is provided with filters 12, 13, a voltage comparator 14, and resistances R3, R4. The filter 12 is connected to an IN in its input terminal, connected to a NIN in its output terminal, and is provided with a resistance R1 connected between the input terminal and the output terminal and a capacitor C1 connected between the output terminal and a grounding point. The filter 13 is connected to an IN at its input terminal, connected to a PIN at its output terminal, and is provided with a resistance R2, connected between the input terminal and the output terminal and a capacitor C2, connected between the output terminal and the grounding point. The resistance R3 is provided between the output terminal of the filter 12 and a reference voltage VDD, and the resistance R4 is provided between the output terminal of the filter 13 and the grounding point.
