PROBLEM TO BE SOLVED: To provide a data recording and reproducing device which prevents the decrease of its own mechanical life. SOLUTION: A system control circuit of the data recording and reproducing device executes processing, which includes a step which reads out an access counter CNT from the system management region of a HDD (S402), a step which increments the CNT by 1 (S406) in case that it is detected that a time shift data file is opened (Yes in S404), a step which changes the starting position of the time shift data file to the starting position of a next region (S410) when the CNT reaches a maximum value (Yes in S408), a step which writes the CNT value to the data region of the system management region (S414) when instructions for turning off power source is made (Yes in S412), and a step which executes a prescribed operation (S416).
