PROBLEM TO BE SOLVED: To provide a hot and cold water combination tap post usable without anxiety even in a cold district by preventing a freezing accident. SOLUTION: A valve element connected to a handle at the upper end of a ground part through an operating shaft moves in a valve casing buried underground below the freezing depth and having inflow ports and discharge ports for hot and cold water, to select both tap open and discharge states. Hot and cold water from each inflow port rises separately upward by a riser together with an outermost decorative pipe concentric with the operating shaft and connected to a branch valve. The branch valve is provided with a hot and cold water stop valve, a mixing part and a discharge port so that the stop valve and the discharge port project outward from the decorative pipe.
