PROBLEM TO BE SOLVED: To accurately and easily measure molten steel level in a ladle during extruding steel from a converter to the ladle without remodeling facilities and using a special device. SOLUTION: A microwave antenna 3 is set slanting upward to a ladle 1 for receiving molten steel extruded from a converter 8. By emitting microwave from the microwave antenna 3 toward the ladle 1 to obtain reflection signals. The distance to the reflection source is measured based on the reflection signals. From the reflection signal corresponding to the distance to the reflection source, unnecessary reflection signal, molten steel reflection signal from the molten steel surface in the ladle 1 and pot edge reflection signal from the pot edge of the ladle 1 are discriminated. Based on the measured distance to the molten steel surface and to the ladle edge in the slanting direction, vertical direction heights to the molten steel surface and to the ladle edge are calculated.
