PROBLEM TO BE SOLVED: To provide a voltage-controlled variable phase shifter which is miniaturized and improved in economy, by allowing a simple circuit to solve a level variation, that occurs when the phase of a signal is changed which is a weakness of prior art. SOLUTION: The voltage controlled variable phase shifter comprises, a 90°phase distributor, a first voltage controlled variable gain amplifier, a second voltage-controlled variable gain amplifier, a composing unit, a coupler, an AGC detection amplifier and a phase-setting voltage generator. An output of the first voltage-controlled variable gain amplifier is set to a vector A in the phase of one of two signals, and the output of the second voltage-controlled variable gain amplifier is controlled to a vector B in the phase of the other signal of the two signals by AGC. With regard to the phase and power of a vector C resulting from composing the vector A and the vector B, phaseθis determined in 0°to 90°in accordance with the value of the vector A, and a fixed power P<SB>θ</SB>is obtained, along with the orbit of a circular arc between 0°to 90°.
