<p><P>PROBLEM TO BE SOLVED: To provide a receiving signal processor for decoding a received signal correctly while synchronizing with a reference clock having an error. <P>SOLUTION: The receiving signal processor has a means for detecting the rising or falling edge of a Manchester code and synchronizes every bit of the Manchester code by repeating a series of operations for detecting Hi level or Lo level of the Manchester code using the rising or falling edge detected by the edge detecting means as a trigger after elapsing a predetermined time generated by a level detection timing generating means from that moment in time.
