<P>PROBLEM TO BE SOLVED: To provide a material which can simply perform low frequency magnetic shielding and high frequency electromagnetic shielding simultaneously. <P>SOLUTION: A magnetic steel sheet is characterized by having a DC maximum relative magnetic permeability in at least one direction in a plane of 3000 or more, and having an electromagnetic wave absorbing action in which a film containing a ferromagnetic powder of a volume ratio of 30% or more is formed on one side or both sides. The magnetic steel sheet is characterized by containing at least one type of ferrite powder and alloy powder as the ferromagnetic powder. Further, the thickness of the film is 0.05 mm to 2 mm.
