PROBLEM TO BE SOLVED: To obtain a new PTC (positive temperature coefficient) electrically-conductive coating material capable of giving a planar heating element which has excellent flexibility, has extremely high heat-resisting stability at 80°C, extremely scarcely causes a change with the lapse of time, when used, has an extremely high PTC factor and a low initial electric resistance at the same time, and has good form stability. SOLUTION: The PTC electrically-conductive coating material contains carbon black or graphite, paraffin, a thermoplastic elastomer, a crystallizable thermoplastic resin, and a solvent, wherein the coating material is formed by satisfying requirements (1) to (4) as follows: (1) the paraffin has a melting point of 86-110°C; (2) the paraffin is contained in such an amount that a weight ratio thereof to the carbon black or the graphite is in a range of 1.5 to 3.5; (3) the paraffin is contained in an amount of 40-80 wt% based on the total amount of resin components including the thermoplastic elastomer and the crystallizable thermoplastic resin and the paraffin; and (4) the carbon black or graphite is contained in an amount of not less than 14 wt% and less than 22 wt% based on the total solid content.
