PROBLEM TO BE SOLVED: To calculat a coefficient for each class by performing proper class classification adaptive processing in consideration of various signal characteristics of the input image signal. SOLUTION: A plurality of pixels in a first image signal for learning are selected on the basis of the movement around a target pixel in the first image signal for learning, the class of the target pixel is decided on the basis of the patterns of the plurality of selected pixels, and an operation is performed using the plurality of pixels around the target pixel in the pixel for learning and a pixel which is corresponds to the first image signal for learning and to which a second image signal for learning different from the first image signal for learning. By doing this, since a coefficient calculated for each class can be stored, pixels having the similar features are collected and the coefficient for each class can be calculated highly accurately.
