PROBLEM TO BE SOLVED: To provide a touch panel for use in input operation to various electronic apparatuses, and an input device using it, which can reduce external light reflection and Newton ring generation by a simple structure.

SOLUTION: The touch panel is so constructed that a light-transparent upper conductive layer 12 and lower conductive layer 13 are formed on upper and lower surfaces of a light-transparent substrate 11 that develops conductivity in a thickness direction under pressure. The reduced number of components and the absence of a void between the upper and lower conductive layers can reduce external light reflection and Newton ring generation.
