PROBLEM TO BE SOLVED: To provide a memory controller and a flash memory system therewith capable of enhancing an allowable level to the occurrence of defective blocks without reducing the efficiency for using a flash memory. SOLUTION: The flash memory system comprises a zone composed of a plurality of blocks inside the flash memory; an allocation managing function for managing the relationship with the logic block address space of a host system allocated to the zone; an access control function for controlling accesses to the zone; and a zone forming function for forming the zone in such a way that the plurality of blocks belonging to the zone exist.
