PROBLEM TO BE SOLVED: To provide a Fresnel lens sheet providing lens characteristic designed according to an optimum designed value by eliminating the skipping phenomenon of a lens by surely making a boundary (level difference) between adjacent unit lenses clear even when the height of the ridge part and the recess part of the unit lens in an annular state is small along with minuaturization of the array pitch of the unit lenses. SOLUTION: In the Fresnel lens sheet having a lens part constituted of annular zones in a concentric circle state, the height of the valley part of the lens near the center part is set to be variable. The height of the valley part of the lens is realized by arranging the unit lens near the center part in a state where its bottom side is set to be high on a reference plane in arranging the unit lenses on the reference plane.
