PROBLEM TO BE SOLVED: To provide an expansion valve that is provided in an air-conditioning system and has a relief valve for discharging a refrigerant in the system on emergency. SOLUTION: The expansion valve 1 sends out the refrigerant in a valve chest 14 in which a high-pressure refrigerant is introduced to a passage 20 toward an evaporator while controlling the flow rate between a valve element 40 and a valve seat 16. An electromagnetic relief valve 100 has a plunger 140 operated by a solenoid coil 120, and constantly closes a pilot valve seat 152 in a relief valve body 150. A high-pressure refrigerant introduced into a relief valve chest 164 of the relief valve body 150 presses a relief valve element 160, and constantly closes a relief valve seat 28. When a coil 120 is energized, a plunger 140 is attracted by a sucker 130 and the pilot valve is opened.
