PROBLEM TO BE SOLVED: To provide a charger and a determination method for the state of charge wherein the remaining capacity of a secondary battery on charge can be grasped with accuracy. SOLUTION: The microcomputer 36 of the charger 30 is fed with the discharge voltage of a secondary battery 43 on charge, and measures the voltage value at predetermined time intervals using an A/D conversion unit 37 and the like. Utilizing the fact that change in the voltage value of the secondary battery 43 on charge has a certain pattern, a CPU 38 identifies which of four states the state of charge of the secondary battery 43 is based on this change in voltage value, and carries out control so as to display it. The four states are separated at three points: the first point is a point at which the first voltage rise becomes gentle; the second point is a point at which constant voltage rise is observed again; and the third point is a point at which voltage rise become gentle again.
