A mobbing object detection device includes: a temporal/spatial data generation unit (120) for generating time-series data obtained by arranging data indicating a moving object along a temporal axis according to an output from a camera (100); an inter-leg information extraction unit (140) for extracting inter-leg information which is information on an inter-leg temporal change generated by movement of a moving object having two or more legs according to the time-series data generated; a periodicity analysis unit (150) for analyzing the periodicity contained in the extracted inter-leg information; and a moving object detection unit (160) for generating motion information including presence/absence of a moving object from the periodicity analyzed.
