PROBLEM TO BE SOLVED: To provide a powder-rolling apparatus for manufacturing a sheet material having a constant thickness with adequate productivity through rolling a powder in between rolling rolls, and to provide a method therefor. SOLUTION: In the powder-rolling apparatus, the sheet material is manufactured by preliminarily drafting the powder in between a rolling roll and a preliminary drafting roll 2, and then rolling the powder in between the rolling rolls 1A and 1B. The apparatus keeps spacing between the rolling roll and the preliminary drafting roll constant, and keeps a peripheral velocity ratio of the rolling roll for preliminarily drafting the powder to the preliminary drafting roll, to a predetermined value.
