PROBLEM TO BE SOLVED: To remove nitrogen compounds in waste water by electrolyzing the waste water to oxidize and reduce the nitrogen compounds using oxygen produced on an anode plate and hydrogen produced on a cathode plate to convert them into gaseous nitrogen and simultaneously to remove phosphorus compound. SOLUTION: An electrolytic cell (6) is separated into two of an anode cell (7) and a cathode cell (8) using an isolating plate (9) to communicate with each other at a communication part (10) in the lower part. Several to several ten pieces of anode plates (12) and cathode plates (13) are disposed so as to be connected with each other in the anode cell (7) and the cathode cell (8), respectively. An oxygen recovery part (14) and a hydrogen recovery part (15) are installed respectively on the upper part of the anode cell (7) and the upper part of the cathode cell (8) and tightly closed. After that, oxygen and hydrogen respectively recovered in the oxygen recovery part (14) and the hydrogen recovery part (15) are injected into the waste water. The anode plate (12) and the cathode plate (13) are made of aluminum and waste water is introduced into the electrolytic cell (6) to be continuously electrolyzed. COPYRIGHT: (C)2005,JPO&NCIPI
