PROBLEM TO BE SOLVED: To provide an explosive raw material in which a water-soluble solid reaction component exists in a particulate state and has almost uniform particle diameter and excellent mechanical strength and which is capable of exhibiting performance as an explosive and a method of manufacturing the same. SOLUTION: The explosive raw material is a dried body obtained by drying a water-in-oil type (W/O type) emulsion containing the water-soluble solid reaction component such as ammonium nitrate to become the effective component of the explosive, oil components such as paraffin wax, microcrystalline wax, etc., and a thickening stabilizer such as sodium salt of carboxymethyl cellulose. In the dried body, the particle of the water-soluble solid reaction component exists as the aggregate coated with at least one kind selected out of oily components and the thickening stabilizer.
