PROBLEM TO BE SOLVED: To provide a key information distribution system which dispenses with the actual carrying of a key and the carrying of an information medium such as an IC card, which is excellent in management and security, and which facilitates the opening/closing of a lock. SOLUTION: In this key information distribution system, a communication network 30 is interposed among a key management server 1, a user's portable terminal 20 and a locking/unlocking control means 12; key information, which is acquired according to issued authority imparted to the user from the server 1, is transmitted by means of the portable terminal 20; an electric lock 11, which is provided in a door 10 of an object to be used, is opened/closed by a locking/unlocking control means 12 which operates based on the key information transmitted from the portable terminal 20; and the server 1 registers and deletes the user of the electric lock 11, imparts the issued authority of the key information, including information on the authentication of the registered user, and the key information, manages the key information used by the user, and manages the opened/closed state of the electric lock 11.
