PROBLEM TO BE SOLVED: To provide a manufacturing method for a bicycle frame member and a bicycle capable of enhancing rigidity in a manufacturing process without requiring dies or machining, having sufficient anti-scratch performance and anti-abrasiveness, and has enhanced design quality and high accuracy. SOLUTION: The manufacturing method for the bicycle frame member is configured such that the peripheral surface of a hollow member 8 is subjected to masking selectively and the peripheral surface of the hollow member 8 except a masked portion 22 is subjected to ceramic coating.
