PROBLEM TO BE SOLVED: To provide a cutting device in which the contact angle of a moving blade and a fixed blade, and pressing pressure are not changed in cutting a continuous belt-like packaging material. SOLUTION: The continuous belt-like packaging material fed from the upstream side is vertically cut with the fixed blade 35 fixed to a loading stand 21 and the moving blade 36 fixed to a moving blade holder 30, which is arranged above the fixed blade so as to be capable of freely ascending/descending, with a competing angle to the fixed blade in the cutting device 20. The cutting device 20 is composed so as to have a carriage 23 provided to the loading stand so as to be capable of vertically freely ascending/descending, a moving means 26, which is interposed between the carriage and the moving blade holder, moves the moving blade in parallel with the descending of the carriage corresponding to a competing amount along with the competing angle, and moves the moving blade in the longitudinal direction along the cutting line with the fixed blade, an elastic means 38, which is provided between the carriage and the moving blade holder and presses the moving blade to the fixed blade, and a positioning locking means 39 which is provided between the carriage and the moving blade holder and locks the moving blade at the cutting start position.
