PROBLEM TO BE SOLVED: To reduce cost and improve durability while materializing effective weight reduction of a rolling bearing unit for a wheel for supporting a wheel of non-driving wheel. SOLUTION: In the rolling bearing unit for a wheel, a through hole 8 is formed at the center of a hub 4a for supporting a wheel which is a non-driving wheel passing through the hub 4a in an axial direction. A tone wheel 19 also functioning as a sealing member is externally fitted and fixed to a shoulder part of an inner ring 5 fixed to the inside end of the hub 4a so as to closely close an inside end opening of the through hole 8. No member for passing through the through hole 8 is required. A cap 27 is internally fitted and fixed to an outside end of the hub 4a so as to closely close an outside end opening of the through hole 8, thereby preventing occurrence of rust from the inside of the through hole 8.
