PROBLEM TO BE SOLVED: To secure transparency of an optical element formed of organic/inorganic composite material constituted of organic high polymer and inorganic high polymer, and also, to make the optical element low in terms of double refraction. SOLUTION: The optical element formed of organic/inorganic composite material constituted of the organic high polymer and the inorganic high polymer is constituted so that the double refraction to the optical path length 1mm is≤20nm.
