PROBLEM TO BE SOLVED: To provide a representative section travel time calculation device capable of calculating a representative section travel time between two points in an expressway 3 more accurately than a representative section travel time calculated by the use of a point speed of a vehicle.

SOLUTION: This representative section travel time calculation device 1 holds a section travel time of the vehicle in two points on the road, identification information about the vehicle, and acquisition time of the vehicle identification information with them associated to each other, determines a section travel time not less than an upper limit value and less than a lower limit value and a section travel time out of a prescribed time slot as an ineffective sample, and determines a section travel time except them as an effective sample. The representative section travel time calculation device 1 calculates the representative section travel time by use of the effective sample.
