PROBLEM TO BE SOLVED: To provide a light-emitting element base plate restraining discharge of flat panel display displaying an image by irradiation of electron emitted from an electron source on a light-emitting element like phosphor. SOLUTION: The light-emitting element base plate having a light-emitting member is composed of a base plate having a light-emitting element layer including a plurality of light-emitting areas on a surface thereof, a conductive film covering the light-emitting element layer, and an insulator film covering the conductive film so as to be arranged on the plurality of light-emitting areas.
